Official strategies, guidelines or rules are in 8.8% of the analyzed references. These include: a) the official regularly updated websites, such as CDC: Hierarchy Of Controls [600], OSHA’s guidance on the use of face coverings [329] [330] or ASHRAE: COVID-19 (Coronavirus) Preparedness Resources [601]; b) websites of official and unofficial organizations compiling and providing sets of official guidelines such as Government Orders and Guidelines [602], AIA’s Reopening America: Strategies for safer buildings [325] or NACTO’s Streets for Pandemic Response and Recovery in the Fight Against the COVID-19 [514]; and c) news about the issues with official guidelines such as “Michigan judge rules that state safety violations are not felonies” [141]. Please note that this category includes strategies and guidelines of the official institutions only, such as CDC, OSHA, AIA, ASHRAE, while the countless unofficial strategies and guidelines for building and city design and operations, site procedures and workspace re-entry provided by AEC companies and service providers are listed within the specific sub/categories, e.g., the guidelines for office re-entry are listed in the subcategories of “Workspace re-entry” and “Offices”.

The official guidelines are considered “temporary” (during the pandemic) until they are transformed into standards and regulations. A major milestone happened on June 29, 2020 when the International WELL Building Institute (IWBI) launched the first-ever WELL Health-Safety Rating for all building and facility types. [217][223][224] The WELL rules will stay with us indefinitely and the community believes that “WELL rating will be equally important as LEED.” [317] This evidence-based, third-party verified rating is focusing on operational policies, maintenance protocols and design strategies to address a post COVID-19 environment.
